I'm not too sure if this method of choosing staff is that great. It should be the owners job to choose which staff members they think are most suitable for the positions. Making it a poll could potentially just lead to it being something like a popularity contest. If the owner isn't great at that sort of thing, that's fine, you could always get a co-owner or staff manager to do that job.
